PACES Assumptions in Austrian, Dutch and Italian migration policy

Listed in IISH Dataverse

Dataset Description The dataset tracks assumptions underpinning key policy changes in Austria, Italy and the Netherlands across three policy areas - essential workers, counter smuggling, and refugee reception - from the late 1990s to 2024.

Description

The data tracks the main assumptions on migrant behavior and migration policy effects within policy documents around three to five major moments of change per policy issue and country.

It is worth noting that main policy changes across the three areas were initiated around year 2015, at the time of the so-called “refugee crisis”. The database is based on the analysis of 180 policy documents that were coded in Atlas.ti: 2304 quotations were coded across the 180 documents.

Background

This dataset is one of the key components of the PACES project, which aimed to understand the decision-making process of (potential) migrants and policymakers. In the policy realm, PACES sought to understand the role played by research evidence and assumptions in the design of migration policies. Purpose The data captures which assumptions on migrant behavior and migration policy effects dominated main moments of policy change across countries and over time, when and how existing knowledge has been used in migration policymaking and whether learning from past evidence differs across different countries (whether they embrace evidence-based policy) and across more or less politicized policy areas.

Data Collection and

Methods

The data in this dataset were collected through the review of government documents and academic literature. Research Limitations To allow for in-depth analysis of the use of knowledge during policy changes, a decision was made to retain a historical perspective, thus the analysis over about 25 years of policy history. However, this meant reducing the scope to three countries and three policy areas.

This dataset sets the stage for possible extensions both in terms of policy areas and additional countries. Data Structure and Relationships Between Files The dataset includes quotations that are traceable to the country, policy area and specific source documents. Value of the data for potential reuse This dataset has high value as it records common assumptions and the use of knowledge in three migration policy areas and could be the basis of an expanded dataset on migration policy assumptions within the EU and beyond.

Results This dataset has been used for one report and two academic papers. Conclusion This dataset has important value but its construction makes it difficult to be valuable for those who have not read the documents that underpin it. For this reason, this dataset is made available under restricted access.

This is mean to bring a potential user in contact with the dataset producer. Access status : Restricted Access Data availability : The dataset is accessible upon request. The repository record provides metadata only about the dataset.
