The post-COP30 climate agenda has expanded the institutional visibility of water, sanitation and hygiene by connecting them to adaptation priorities, transparency mechanisms, resilient infrastructure, implementation initiatives and climate finance.

Description

This article analyzes the political, epistemological and territorial terms through which water, sanitation and hygiene, internationally grouped under the acronym WASH, are incorporated into climate governance.

It develops a conceptual theoretical-analytical essay based on the interpretive analysis of documents produced between 2015 and 2026, including the Paris Agreement, the 2025 synthesis of nationally determined contributions, the Enhanced Transparency Framework, the COP30 Global Climate Action Agenda, the Baku to Belém Roadmap to 1.3T, international WASH monitoring reports and political documents produced by Indigenous organizations in Brazil and the Amazon Basin.

The analysis identified an institutional chain through which WASH is translated into commitments, measurable information, scalable solutions, investment portfolios and reportable outcomes. Within the documents examined, this process is associated with greater political recognition, accountability and implementation capacity, while privileging dimensions compatible with measurement, financing and reporting. The article conceptualizes this selective regime of visibility as negotiable sustainability.

The comparison with Indigenous formulations shows that territorial authority, self-determination, direct access to finance, care work and integrated relations among waters, bodies, knowledge systems and ways of life remain less structurally incorporated into climate instruments. In response to these limits, the article proposes understanding WASH as relational urban infrastructure, connecting technical performance to service continuity, public health, affordability, territorial distribution of protection, care and decision-making power.

A just post-COP30 WASH agenda therefore requires disputing the criteria through which policies and projects become visible, eligible, financeable and assessable, so that expanded implementation contributes to reducing sanitary and territorial inequalities rather than reproducing them.
