China's intercity government digital procurement networks

The embedding of government digital procurement can be represented by the city network in government digital procurement contracts, namely the government digital procurement network. Government procurement contract data from China Government Procurement Network（ ccgp.gov.cn/ ）. Based on existing research, this article uses the inclusion of digital keywords in the "contract name", "main subject matter name", and "specification model or service requirements" of government procurement contracts as the criteria for identifying government digital procurement contracts.

This article refers to the Guotai An database（ data.csmar.com/ ）The published dictionary of digital transformation degree of listed companies and existing research have constructed 313 digital keywords, and used the Jieba module of Python for word frequency statistics. To reduce the interference of interannual fluctuations, this dataset selected two stages, 2015-2017 and 2020-2022, and identified a total of 65462 government digital procurement contracts. The data processing process is as follows: ① Screen key information in government digital procurement contracts, such as the purchaser, purchaser's address, and supplier's address, that can reflect the cities where both parties are located; ② Exclude government digital procurement contracts with undisclosed purchasers, purchasers, and suppliers from Hong Kong and Macau Special Administrative Regions, Taiwan, and foreign countries; ③ Match the purchasers and suppliers of digital procurement contracts with cities one by one through methods such as Tianyancha, Qichacha, Gaode API, and manual verification; ④ Delete government digital procurement contracts in the same city; ⑤ Split the cities where the purchaser and supplier are located into pairs; ⑥ To measure the strength of connections between cities, the number of connections between the purchaser's city and the supplier's city is used as the weight of the government digital procurement network edge.
