It records the seed publications, newly identified candidate publications, screening decisions, and the contribution of citation chasing to the final evidence base.</p><p dir="ltr"><b>5_final_31_event paper_and_74_theory paper.xlsx</b><br>Contains the final literature evidence base.

It separates the 31 event-bearing publications from the 74 theory/background publications and maps the event-bearing publications to the identified governance conflict episodes.</p><p dir="ltr"><b>5_final_31_event_paper_full/</b><br>Contains the full-text PDF files used for full-text screening and conflict-episode reconstruction.</p><p dir="ltr"><b>5_final_31_event_paper_full_txt/</b><br>Contains plain-text versions generated from the event-bearing publications.

These files supported text searching, coding, quotation extraction, and evidence-traceability checks.</p><p dir="ltr"><b>6_event_coding_and_construct_audit.xlsx</b><br>Contains the event-level coding and theoretical audit. The workbook includes the coding scheme, event coding, evidence ledger, publication coverage record, episode summaries, construct audit, and direct evidence for the core constructs. It also provides a process overview for all 23 episodes and a stage-level evidence map linking conflict triggers, responses, provisional social settlements, implementation, uptake, and outcomes to supporting quotations and documentary evidence.

The construct audit distinguishes institutional logics (Lₙ), cross-logic relationships (Rₙ), mechanisms (Mₙ), pathway conditions (Pₙ), and governance outcomes (Oₙ).</p><p dir="ltr"><b>7_theory_paper_classification.xlsx</b><br>Classifies the 74 theory/background publications according to their primary and secondary theoretical perspectives, level of theoretical engagement, principal theoretical lens or approach, and classification rationale.

The principal categories are institutional and economic; organizational; political, democratic, and legal; socio-technical, trust-oriented, and critical-interpretive; and design-oriented and descriptive research.</p><p dir="ltr"><b>Notes</b></p><p dir="ltr">The governance conflict episode, rather than the individual publication, is the unit of analysis. A publication may provide evidence for more than one episode, while an episode may be supported by multiple publications.

Event-bearing publications were distinguished from theory/background publications according to whether they provided sufficient evidence to identify an observable governance conflict and reconstruct its trigger together with at least one subsequent response, implementation decision, uptake pattern, or outcome.</p><p dir="ltr">Supplementary documentary sources were used to reconstruct and triangulate the conflict episodes.

They were not treated as a separate large-scale empirical case-study corpus. Short quotations are linked to publication identifiers, page numbers, or documentary URLs to support traceability.</p>
