Description

This election continued the institutional setting of the 1992 election of the National Assembly that has the following features:(1) county and city as electoral districts: a legislator is elected through plural member districts which facilitated the electoral mobilization by local factions and did not favor the employment of propaganda usually taken in proportional representation elections.(2) proportional representation and the presentation of an island-wide party list showed the various platforms between the parties.

This display gave this election the character of a national election, rather than a race in an individual district.(3) limited use of TV media: the use of media motivated the parties to come up with national election themes. (1) Sampling method: since this project is an island-wide survey, we choose to use the multiple-stage sampling method which takes the principle of probabilities proportional to size (PPS). (2) Sample size: after careful consideration of the needs of our research project, we decided on a sample size of 1400, which means that we sampled one out of every 9500 eligible respondents. (3) Process of sampling: first, we took into account the principle of stratification.

Stratification refers to the division of the population according to some particular characteristic. The divisions were determined in line with the principle of maximizing similarities within divisions and maximizing differences between divisions. We divided the population into four stratums according to administrative level: Taipei metropolis, Kaohsiung metropolis, cities under the provincial government, and county.

We sampled six counties and three municipal cities. The sample was distributed according to the proportion of the electorate each stratum contains to the total electorate in Taiwan. Then, each stratum was sorted according to the proportion of votes received by the DPP\'s candidates in the election.
