This report outlines the proceedings of a seminar on the ramifications of Soviet emigration, which looked at the potential impacts of this emigration on both the states which border the Soviet Union and the wider international community.

Discussion focused on two principal types of population movements: those that may arise from passage of the new emigration law, and those movements (either external or internal) resulting from conditions within the Soviet Union.
