Survey Dataset on Factors Influencing the Quality of Appraisal of Publicly Funded Construction Investment Projects in Vietnam

The data were collected through a structured questionnaire survey of 205 respondents with professional experience in project preparation, appraisal, management, and approval across government agencies, construction-specialized authorities, project owners, consulting organizations, and related institutions in Vietnam.</p><p dir="ltr">The survey instrument contains 34 observed variables grouped into six dimensions: (1) legal framework and public investment management mechanisms; (2) appraisal procedures, implementation arrangements, and inter-agency coordination; (3) competence, experience, and responsibility of participating stakeholders; (4) quality of project documentation, basic design, and project preparation inputs; (5) data, information, analytical methods, and appraisal tools; and (6) market, technical, financial, environmental, and other external risk-related factors.

The dataset also includes information related to the quality of project appraisal.</p><p dir="ltr">The deposited materials include the anonymized survey dataset, questionnaire, variable codebook, and statistical analysis outputs. The data were assessed using reliability analysis, exploratory factor analysis, and multiple linear regression. The dataset can be reused for studies on public investment management, construction project appraisal, institutional and organizational factors affecting appraisal processes, scale validation, comparative analyses across project types or regions, and further multivariate statistical analysis.</p><p dir="ltr">The data were collected anonymously for academic research purposes, and no personally identifiable information is included in the deposited dataset.</p>
