The agency and the National Police Force of the Republic of South Vietnam created the National Police Infrastructure Analysis Subsystems (NPIASS) to collect intelligence data about Viet Cong activities and provide a country-wide picture of the Viet Cong infrastructure.
Description
They used subsystem I to determine the allocation of police manpower and other resources of the South Vietnamese government. They used subsystem II in the Phoenix Program to plan countermeasures against the Viet Cong.
This series contains two subsystems of the National Police Infrastructure Analysis Subsystems (NPIASS) that have information about Viet Cong (VC) infrastructure by position and name, and document by dossier suspected VC members and the countermeasures taken against each suspect.NPIASS I includes information on VC cadre at the region, city, province, district, and village levels. Strength is reported by numerical totals at each of these levels.

The data includes 12 leadership positions within the VC and nine categories of influence (i.e. existence of Revolutionary Committee, open or clandestine VC operation, residence of VC, etc.).NPIASS II contains data about known and suspected VC agents. Each record includes an identifying number followed by geographical data on where the dossier was maintained; the subject's party position and geographical area of VC operations; demographic data about the suspect such as sex, birthplace, birth year, and names and aliases; and subsequent police administrative actions such as arrest, trial, sentence, detention, release, and place of release.
