Data items include the number of employees and payrolls for employee classification by governmental function, fringe benefits, membership of employees in employee organizations, and governmental labor policy programs. Summary statistics are provided for more than 78,000 identified state and local governmental units; local governmental data for each of the 3,118 counties; and for the United States and for each state and the District of Columbia, with summaries also presented for nine sublevels within each state.

Finance

Statistics files contain public finance data such as revenue from taxes, intergovernmental revenues, service and utility charges, expenditures by function and object of expenditure, debt transactions, and cash and security holdings. Summaries are provided for each of the more than 78,000 identified state and local governmental units. For 1977, two additional files are available: Bargaining Units and Work Stoppages.

The Bargaining Units file provides data on the number and type of employees represented for each bargaining unit, including whether the bargaining unit includes supervisory personnel. The Work Stoppages file contains information about state and local government work stoppages that occurred between October 16, 1976, and October 17, 1977. Data on each strike are provided for the following employment functions: education (teachers), education (other), highway, public welfare, hospitals, police protection, fire protection, and sanitation other than sewerage.

The following data are provided for each function: number of employees involved, number of workdays idle, number of person-days idle, major issue, contract status, and final method of resolution. This data comprises government records extracted from the Archival Research Catalog (ARC). See the ARC catalog entry for this series for more information on this data and how to order it.
