A Study of Rural Residents\' Participation in Rural Development Planning

Because of the importance of research topic and the lack of research data in this area, the present study is conducted to achieve three objectives: (1) To explore the importance and related concepts of rural residents\' participation in rural development planning.

(2) To understand various dimensions, ways and degrees of Taiwan villagers\' participation in rural development planning. (3) To identify the interrupting factors for rural residents\' participation in rural development planning.
Empirical data are collected through interviewing 150 rural people residing in five villages which have been implemented rural community renewal program and are located in different regions of Taiwan. The study period was started in August, 1997 through July, 1998. Important results of the present study include: (1) Through reviewing related literature as well as author\'s observation and analysis, several important reasons for having villagers\' participation in rural development planning have been identified.

(2) Villagers have common and differential participation dimensions, ways and degrees in the process of rural community development planning. (3) Important factors for interrupting rural residents\' participation in rural development planning are attributed to external and internal aspects. Finally, this study proposes two effective strategies for improving villagers\' participation in rural development planning: rural residents\' self-improvement and government\'s effort.
