MESSENGER MAG Low-Rate Header Information Data Collection

MAG instrument state (health and mode) as reported by the LRHK packet.
Description
This changes only on packet boundaries so it is kept in a separate EDR, minimizing repetition of information. Each row in the LHRK Header EDR corresponds to information extracted from one LHRK packet.
