Minimum standards and essential needs in a protracted refugee situation: a review of the UNHCR programme in Kakuma, Kenya

This report analyzes the way in which UNHCR manages protracted refugee situations and suggests an appropriate response to such situations, arguing that when planning, UNHCR should think in terms of essential needs (premised on universal human rights) rather than minimum standards.
