This review aims to discuss what constitutes 'good practice' in the quantification, identification and registration of beneficiaries of humanitarian assistance operations.
Description
The report concludes that total population registration is one option for establishing numbers, and discusses registration and alternatives in relation to internally displaced persons (IDPs), refugees and victims of natural disasters. Its chapters cover the following topics: basic principles, counting and identification, registration, identifying a beneficiary population (quantitative and qualitative sides), and typical scenarios.
