A Coding Dataset of Brain-Computer Interface Policy Tools: A "Policy Tool–Innovation Chain" Comparison of China, the United States and the European Union

This dataset provides the supporting data for the paper "Policy-Tool Configurations for Brain-Computer Interfaces: A Sino-US-EU Comparison and China's Optimization Pathways." Built on a two-dimensional "policy tool–innovation chain" coding framework that combines the Rothwell-Zegveld typology (supply-side, demand-side, environmental) with six innovation-chain stages of BCI (basic research; key technologies and core components; clinical trials and translation; market authorization; payment and reimbursement; application diffusion), it systematically codes the policy and regulatory tools that substantively govern BCI in China, the United States and the European Union, comprising 48 records (China 24, US 15, EU 9).

The data are provided as an Excel workbook with three sheets: (1) "Coding table," recording for each tool its jurisdiction, name, source document, innovation-chain stage, tool type and a brief note; (2) "Summary statistics," counts by jurisdiction × tool type (consistent with Figure 2 of the paper); and (3) "Field and coding notes," documenting the coding unit, corpus sources, inclusion/exclusion criteria, corpus cutoff date and inter-coder consistency.
