Their intersection produces a governance failure that is rarely named as such: jurisdictions set odour limits at the receptor, yet cannot verify compliance with instruments whose data have no common descriptive structure, no declared uncertainty, and no portable provenance.

This article proposes a normative interoperability framework for industrial olfactory governance in smart territories. Its central normative claim is that interoperability is not a technical convenience but a condition of legal admissibility: a measurement that cannot be reconstructed as to its time, place, uncertainty, and provenance cannot support an enforceable finding, whether it favours the operator or the complainant.

From this principle we derive six norms a common metadata profile, declared uncertainty for regulatory use, timing and provenance as auditable attributes, a shared complaint ontology, tiered data sharing that separates sensitive operational data from globally shareable environmental information, and conformance testing as a condition of recognition. We show how the framework reconciles the competing demands of territorial sovereignty and cross-border comparability, and argue that the standardization gap in odour instrumentation is not a barrier to regulation but its precondition.

The framework yields testable propositions for regulators, operators, and platform vendors.</i></h2><p></p>
