This study examines the progress made in negotiations with guerrilla groups in Colombia, particularly in the first year of the Samper government.
Description
The article has three parts: an examination of what negotiations consisted of and how they progressed, an examination of how the Barco and Gaviria administrations conducted negotiations and an examination of how they developed in the first year of the Samper administration, with particular attention given to the changes made by the new administration.
