A Study of the Specialization and Decentralization in the Core of Metropolis

The evolution of metropolitan economic spatial structure and the role of its central area are always the essential matters concerned by spatial structure researchers and planners.
Description
Certain scholars assert that the prosperity of suburbs leads the core to a decline. Other authors, however, have suggested that the growth of suburbs may also be the reflection of a strong metropolitan core whose economic base is in increasing specialization.
Under the leadership of the specialized core center, the metropolis is reconsolidating as an integrated spatial unit with highly competitive production networks. This year examines the industrial structure changes and situations of specialization and decentralization in two metropolises -Tainan & Hsinchu. The databases of DGBS’s Industrial and Commercial Census, are used in the empirical analysis covers the years of 1981, 1986, 1991 and 1996.

Firms surveys by postal questionnaire were also undertaken for those highly dynamic sectors concerning their movements and reasons, their scale, and, the floor areas they occupied etc. The results indicate that Tainan’s manufacturing and FIRE (finance, insurance, real restate) sector have presented decentralized development. In Hsinchu, differently, only manufacturing sector aggregates in the core area, other sectors have diffused.
This area’s high order services (HOS) sector did not develop well, with the situation of depending on Taipei’s services.A comparison of Taiwanese five metropolises is also undertaken, in the differences of development context and the patterns of specialization/ decentralization. The differences resulted from their contexts in geographic locations, functions, industrial structure and spatial development policies.The study also concludes that the prosperity of suburbs is not necessary leading the core to a decline.
