Summary Statistic Data Files from the 21st Census of Population and Housing

The agency produced the Public Law 94-171 Files as the first release of census data used for congressional district re-districting.
Description
The Equal Employment Opportunity files were used as a primary source of occupational and educational data for personnel recruitment and affirmative action program planning. The Modified Age / Race, Sex and Hispanic Origin files were created to make the census data consistent with the four race categories (within Hispanic or Not Hispanic) used in other census surveys (White, Black, Asian and Pacific Islander, and American Indian, Eskimo, and Aleut) and age data were modified to more accurately reflect the age of respondents on April 1, 1990.

Summary
Tape Files (STF), are basically a set of predefined tables for various levels of geography. The Public Law 94-171 files have data based on those questions asked of all respondents (the complete count) for detailed geographic areas by race. There are four STFs, numbered STF 1 through STF 4.
STFs 1 and 2 provide data based on the complete count. STFs 3 and 4 are based on sample data, which are estimates rather than census counts - estimates based, in most areas, on a sample of one housing unit in every six. Summary
Tape Files (SSTF), and STF 420 files also contain summary data based on the sample. Since data from STFs 3 and 4 are based on sample information inflated to represent the total population, data summaries for items in these files will differ slightly from comparable data summaries in STFs 1 and 2.Each STF has three or more files (i.e. "A," "B," ...) that differ in the types of geographic areas reported. Files A and B were released state by state (each with a somewhat different geographic hierarchy for each STF).
File C is a national file that follows the release of all states for each STF. File D summarizes data for congressional districts of the 103rd, 104th, and 105th Congresses in STFs 1 and 3. This data comprises government records extracted from the Archival Research Catalog (ARC).
