Improving international response to humanitarian situations

This paper proposes a framework for improving international responses to humanitarian emergencies.
Description
It calls for a system whereby situations in need of international humanitarian assistance and protection are more clearly identified and responses are more closely tailored to the specific circumstances. It also calls for careful assessment of the legal and material situation of people in each category, the identification of elements of international humanitarian law most appropriate to address these situations, and the designation of one lead organization to coordinate any resulting response(s).
