Summary Statistic Data Files from the 20th Census of Population and Housing
Listed in Harvard Dataverse
The agency created these 1980 census summary statistic data files for researchers.
Description
The Public Law 94-171 (P.L. 94-171) data files were created to provide population and housing tabulations, in accordance with P.L. 94-171, for all states for legislative reapportionment and redistricting. The Equal Employment Opportunity Special File was created to assist employers in preparing Affirmative Action plans.
In addition, there were five public-use "files" of tabulations referred to as

Summary
Tape Files" (STF). The Public Law 94-171 files have data based on those questions asked of all respondents (the complete count) for detailed geographic areas by race. Each STF constitutes a particular set of data tables for specific types of areas.
There are five STFs, numbered STF 1 through STF 5. STFs 1 and 2 provide data based on the complete count. STFs 3, 4, and 5 are based on sample data, which are estimates rather than census counts - estimates based, in most areas, on a sample of one housing unit in every six.
Since data from STFs 3, 4, and 5 are based on sample information inflated to represent the total population, data summaries for items in these files will differ slightly from comparable data summaries in STFs 1 and 2. Migration flow data are also available. Each STF has two or more files (i.e. "A," "B," ...) that differ in the types of geographic areas reported. Files A and B are released state by state (each with a somewhat different geographic hierarchy for STFs 1 through 4).
File C is a national file that follows the release of all states for STFs 1 through 5. STF 5 has a file A and a file C for population data and a file A and file C for housing data; there is no STF 5 file B. File D summarizes data for congressional districts of the 98th Congress in STFs 1 and 3. File E is for North Dakota exclusively; it is only on STF 1 and deals with census county divisions.
File F is the school district file on STFs 1 and 3. File G is the neighborhood statistics file on STFs 1 and 3. File H summarizes data for congressional districts of the 99th Congress, for the 10 states that redistricted, in STFs 1 and 3.
This data comprises government records extracted from the Archival Research Catalog (ARC). See the ARC catalog entry for this series for more information on this data and how to order it.
