Case Dispositions and Demographic Survey Files

Listed in Harvard Dataverse

The agency used these databases to determine whether applicants deserved clemency for Vietnam-era draft violations and military absence offenses.

Description

The Board developed one of the databases, the Consistency Audit Database, to compensate for the lack of traditional judicial checks, such as the adversary system, in order to insure consistency in the Board's' decision making process. The series consists of two parts.

The Consistency Audit Database contains factors the Board considered for eac h applicant for clemency for military offenses and draft resistance during the Vietnamese conflict. Aggravating factors include other convictions, and being a draft resister or military deserter. Mitigating factors include lack of education, involvement in public service, combat decorations, war wounds and conscientious objector status.

The Demographic Survey Database has information on the background and circumstances of a sample of clemency applicants. This includes information about the individual such as age, race, education and religion; the individual's family and economic background; and military service factors. This data comprises government records extracted from the Archival Research Catalog (ARC).

See the ARC catalog entry for this series for more information on this data and how to order it.
