Development Cost Levy (DCL) areas

DCLs help pay for new infrastructure and facilities (e.g. utilities, transportation, parks, fire, housing, and childcare) needed to service new development. There are three DCL By-laws, including a Vancouver DCL By-law (funding transportation, parks, fire, housing, and childcare), a Utilities DCL By-law (funding sewer, water, and drainage infrastructure), and an Area Specific DCL By-law which provides DCL funding for local areas.

Some areas are excluded from DCLs as there are other funding mechanisms in place to fund infrastructure and amenities. For more information on DCLs, see the DCL Bulletin (pdf). Data currency DCL rates are typically updated on an annual basis.
