In this report, Human Rights Watch examines the hurdles internally displaced persons face in two cities, Bogotá and Cartagena, in access to humanitarian assistance, education, and health care.

Internal displacement is a complex phenomenon, one that this report does not attempt to address comprehensively. Instead, this report examines the immediate needs of displaced families once they arrive in their new communities.
