Learning together in secure residential youth care
Listed in figshare
Description

In 2019, the Dutch Branches Specialized Youth Care wrote the action plan “Best possible care for vulnerable young people” with the aim of preventing the need for and improving specialized youth care in the Netherlands. To implement the action plan, the StroomOP movement was launched with various research and development projects (brancheszorgvoorjeugd.nl/stroomop/stroomop-2021/). In addition to creation of knowledge, projects focused on strengthening a learning youth care system through learning networks.
To monitor progress on the action plan and support learning with data, the StroomOP Monitor was developed enabling the use of data-informed feedback within learning networks.

Between 2019 and 2024, a solid foundation has been laid on which secure residential youth care (SRYC) has further developed into learning organizations: there is a learning network with ambassadors that meet every six weeks, the StroomOP Monitor that supports national-level learning and organizational learning using data-informed feedback, and there are shared ambitions to which organizations have jointly committed.

Simultaneously, this sector is faced by challenges such as the rapid phase-out of SRYC, and the development and implementation of small-scale residential youth care.

Although learning between organizations is continuing to develop, organizations differ in the extent to which they succeed in firmly embedding learning within their own organization. This leads to the central problem statement of this project: How can the jointly developed learning structure be further developed and sustained in such a way that specialized youth-care organizations contribute to a learning youth-care system in which the most vulnerable children and families receive increasingly effective support?
Below, we describe how we will address this through the project’s three objectives. All ten organizations that provide SRYC in the Netherlands will participate in the proposed project.

1. Learning within organisations

Each participating organization will undergo a scan (based on semi-structured interviews) to assess the extent to which it functions as a learning organization and to identify which learning strategy are used within the organization.
At the end of the project, learning will be evaluated again in each participating organization. Where necessary, the learning strategies will be adjusted or updated, with the aim of strengthening reflective practice.

2. Learning between organizations

The existing cross-organizational learning networks currently focus on specific themes.
However, these themes are interconnected, both in terms of content and learning processes. In addition, participation in multiple networks places an additional burden on professionals at a time of staff shortages. Therefore, choices will be made to establish efficient and integrated cross-organizational learning network(s).

3.
Learning from data

At present, the StroomOP Monitor provides an overall picture of the participating organizations. However, to also support learning processes within organizations, organizations need to be able to view their own data and compare these with the national average. This functionality will be incorporated into the monitor.
