Los Angeles Mayor Fletcher Bowron speaking at the groundbreaking ceremony for the Pershing Square parking garage, 1951

At center, an older gentleman in a lightly-colored suit stands in front of a microphone on a bandstand with his hand in his pocket. Behind him, other men are seated, while a second mic is visible to the left of him.

Bunting is hung from the railing of the bandstand. Buildings are visible in the background, including one with the sign "[Union] Pacif[ic]".
