A new leafhopper genus, Mencius gen. nov., is established to accommodate Mencius quinquespinosus comb. nov. and Mencius simprocessus sp. nov., the latter described from southern China. The new genus is compared with the similar genera Petalocephala Stål and Platycephala Kuoh. A key to distinguish Mencius from these genera is provided.
Morphological descriptions, illustrations, and distribution data for the new taxa are presented.
