Listed in Harvard Dataverse

After the 2000 party turn-over in Taiwan, issues such as constitutional and electoral reforms are the focuses of democratic consolidation.

Description

However, the consolidation of the state apparatus remains unpopular but it is the most crucial dimension of successful democratic consolidation in Taiwan. This research project is one of the sub-projects under a composite project named 「The Consolidating of Democratic Governing Mechanism in Taiwan.」 It attempts to deal with the consolidation of the politics/administration interface in Taiwan through utilizing the theory of politics/administration dichotomy and the concept of 「creditable commitment」 in new institutional theory.

Three main research questions will be asked in this project: (1) What is the value of bureaucratic neutrality in a consolidating democracy? (2) During power transfer after democratic election, how do political appointees and public servants adopts to each other to create trust relation between the two? (3) What is the difference between appointee』s and public servants』 attitude toward the reform of bureaucratic neutrality?

Two surveys on both appointees and public servants in central government will be done twice, before and after the 2008 presidential election. Other qualitative information will also be collected in the process. Three potential benefits of this research can be expected.

First, the first comprehensive survey on central government elites will be established. Second, the outcome of the research can be used as an important bridge between Taiwan and the international academia. Third, this research can provide 「evidence-based」 policy advice to the reform efforts on bureaucratic neutrality since the 1980s.
