<p dir="ltr">This repository contains the replication data, codebook, coded qualitative project, and supplementary documentation for the article <b>“Beyond FOIP 1.0–3.0: Classifying Asynchronous Change in Japan’s Free and Open Indo-Pacific.”</b></p><p dir="ltr">The study examines how Japan’s Free and Open Indo-Pacific (FOIP) developed across successive periods and classifies the observed changes using a foreign-policy-change framework.
Its principal empirical source is official Japanese National Diet discourse.</p><p><br></p><p dir="ltr">The analytical dataset contains <b>1,096 unique parliamentary interventions</b> delivered between <b>10 May 2017 and 30 July 2024</b> by Japanese prime ministers, cabinet ministers, cabinet officials, and government officials. An intervention—rather than an entire sitting, document, speech, or coded passage—is the unit of analysis.

Prime ministers are identified separately in the analytical dataset, although they appear within the cabinet-minister category in the original qualitative project.</p><p dir="ltr">The wider retrieved archive contains <b>2,171 source records</b> beginning on 1 January 2015. Earlier expert and non-government testimony is retained for chronological documentation but is excluded from the government analytical sample. The analytical window begins with the first retrieved government intervention in the corpus and ends immediately before the Ishiba administration.</p><p dir="ltr">The study compares three periods:</p><ul><li><b>FOIP 1.0:</b> 10 May 2017–31 October 2018</li><li><b>FOIP 2.0:</b> 1 November 2018–19 March 2023</li><li><b>FOIP 3.0:</b> 20 March 2023–30 July 2024</li></ul><p dir="ltr">Alternative temporal boundaries are reported in the workbook’s boundary-sensitivity analysis.</p><h3 dir="ltr">Data and coding</h3><p dir="ltr">The replication workbook contains intervention-level metadata, analytical indicators, coded passages, descriptive frequencies, period comparisons, speaker and venue breakdowns, explicit-FOIP restrictions, boundary-sensitivity results, inclusiveness detail, and corpus chronology.
The principal analytical indicators are:</p><ul><li>Security Linkage</li><li>Fundamental Values</li><li>Inclusiveness</li><li>Development</li><li>Partnership</li><li>Rule of Law</li><li>Official Security Assistance</li></ul><p dir="ltr">The indicators are binary at the intervention level. An intervention counts no more than once within a given analytical category, although categories may overlap. Their totals therefore should not be added to obtain the sample size.</p><p dir="ltr">The coded government sample contains <b>3,609 code assignments</b>.
Security Linkage is divided into direct security attribution to FOIP and security situated within the broader Indo-Pacific framework. Fundamental Values combines substantive political-values language with values-based partner-selection formulations. Inclusiveness combines non-exclusion and conditional participation, pluralist inclusion, and inclusive regional architecture.</p><p dir="ltr">The workbook preserves the original source identifiers, dates, speakers, speaker roles, institutions, chambers, committees or meetings, administrations, FOIP periods, coded selections, author-produced English translations, analytical classifications, and links to the corresponding National Diet records.
The accompanying QDPX and MAXQDA files preserve the qualitative project and its original coding structure.</p><h3 dir="ltr">Coding and interpretation</h3><p dir="ltr">The corpus was coded by the author, who also produced the Japanese-to-English translations. No independent intercoder-agreement estimate is reported. The codebook provides the definitions, inclusion and exclusion criteria, construction rules, and interpretation of each analytical indicator.</p><p dir="ltr">The data document official government explanations in Japanese parliamentary proceedings.
They can be used to examine the framing, attribution, and institutional presentation of FOIP and Indo-Pacific policy. Frequencies describe patterns within the selected corpus; they are not direct measures of policy implementation, causal policy effects, or the salience of FOIP across all National Diet business.</p><p dir="ltr"><br></p><p dir="ltr"><br></p><p dir="ltr"><br></p>
