Description
This RSC working paper examines the use of diplomatic assurances in the effort to reconcile human rights and security concerns and explores some of the fundamental issues that determine if assurances can ever be permissible in the context of a risk of torture and whether they can have any future within the established multilateral framework of human rights. The overarching aim of this research is to determine the possible 'added value' of diplomatic assurances.
The paper is organized under the following main headings: 'The contextual framework', 'The legal framework', 'On compliance and trust', and concluding remarks.
