Chi Huang in 2001. Four opinion surveys had been or will be held, including “the Survey of Taipei’s and Kaohsiung’s Mayoral Elections in 2002” (from August 2002 to July 2003), “the Survey of Democratization and Political Transition in 2003” (from June 2003 to May 2004), “the Survey of Presidential Election in 2004” (from January 2004 to December 2004), and “the Survey of Legislative Yuan Election in 2004” (from August 2004 to July 2005).
Now, we are executing the project of “the Survey of Taipei’s and Kaohsiung’s Mayoral Elections in 2002”. This is the second planning project of TEDS. This project we will focus on the democratization, democracy’s values, democratic governance, and political participation.

The mid-term TEDS project have at least two advantages. First, it goes without saying that all kinds of institutions must be examined by time. The longer it functions and practices, the more institutionalized it will be.
By the same token, the TEDS certainly will be much more institutionalized by this research project. Second, the multiple-year research will favor the planning of rotating panel studies. Last, the control over research budget can be more moderate and effective.
The project will uphold the principle of “open process, and common sharing.” In addition to core questionnaires, the TEDS will be also open to extra research questions to the academic community. Moreover, once the research project is completed, the raw data set and the codebook will be released immediately, which may produce valuable public goods for social sciences.
