This report assesses the political landscape of Rwanda at the end of transition, analyzing what amounts to a vicious circle and offering suggestions to overcome it.
Description
It primarily focuses on the political process underway but also takes into account the outcome of efforts for justice, reconciliation and reconstruction in Rwanda. It concludes that it is not too late to reverse the current authoritarian tendency and build a genuinely inclusive and lasting political model that has not existed in Rwanda since independence.
