[these mechanisms of exclusion] have formed an occasional part of the migration regimes of European countries throughout the twentieth century, they tended to be used in response to particular events or 'crises'. However, they have not become 'normalised', 'essential' instruments in the ongoing attempt to control or manage immigration in European states. In this paper, it is suggested that it is the pursuit of control that is itself the problem for contemporary societies.
