Small windows dot the base of the structure. Along the central part of the structure, small windows can be seen along each level, and three arched windows stretch along its center. A hexagonal slab sits atop the rectangular structure, and a large spire can be seen jutting from its center.

The Van Nuys City Hall was built in 1932 as the Valley Municipal Building and designed as a miniature of Los Angeles City Hall building by architect Peter K. Shaborum. Originally the building housed a hospital in one wing of the base and the police department and muncipal court, complete with jail, in the other wing.
