Investigating the long-term legacies and impact of hosting a cultural event: an analysis of UK City of Culture on Derry/ Londonderry

This thesis presents a post-decade investigation into the legacy of Derry/Londonderry’s (D/L) designation as the inaugural UK City of Culture (CoC) in 2013.

Framed by Ooi et al.’s (2014) ‘poetics and politics’ conceptual framework, it interrogates the complex interplay between symbolic aspirations (poetics) and the structural, political, and institutional dynamics (politics) that shape the long-term outcomes of large-scale cultural events, particularly within post-conflict urban contexts.
Empirical findings reveal that while the CoC designation catalysed significant poetic gains - most notably enhanced civic pride, the reframing of D/L’s external image, and repositioning D/L as a credible host of large-scale events - its structural legacy remains uneven, underfunded, and politically contested. The absence of a long-term strategy, combined with fragmented governance and the dismantling of the Culture Company, has constrained the realisation of the ambitions articulated in the original bid.

Moreover, the research identifies the prioritisation of economic over cultural value of events, which have constrained the development of inclusive, community-centred cultural infrastructure in the post-CoC decade. Theoretically, the thesis contributes to cultural event studies by challenging dominant framings of legacy as a linear or measurable outcome. It reconceptualises legacy as an ongoing, contested process shaped by political dynamics and socio-spatial context.
In offering the first post-decade evaluation of a CoC initiative, the thesis extends the limited research of legacy studies of large-scale cultural events. Practically, it underscores the need for embedded, long-term evaluation frameworks and more equitable governance models to ensure the sustainability and inclusivity of cultural legacies. Ultimately, the thesis argues that while events like CoC have the potential to serve as catalysts for transformation, this potential can only be realised through strategic planning, sustained investment, inclusive participation, and recognising the intrinsic value of culture beyond its economic returns.
