Supplementary Data for “Beyond the Flagship Instrument: Distributed Design Coherence in Subnational Digital Governance”

This dataset contains the supplementary data and supporting materials associated with the research article “Beyond the Flagship Instrument: Distributed Design Coherence in Subnational Digital Governance.” The package contains the Jogja Smart Province (JSP) corpus, evidence/codebook and claim-audit records, all-instrument triage, Models A–D, the five-condition rerun, claim-level tournament materials, 2006 predecessor homology materials, human-verification reconciliation, and instrument-concordance materials.

It also contains materials for the California energy-storage benchmark, including the bounded instrument set, predecessor/location assessment, five-condition assessment, tournament materials, cross-case comparison, and anonymized review records. These materials support the formal-design analyses reported in the associated manuscript.
